First of all, no reason to open the ".litidata" file as it contains nothing.
Secondly, I had trouble with your "Base Tile Map.png". I couldn't load it into Tiled even after fiddling with location and stuff. So I had to open it in "paint.net" and save it again as a PNG (btw: you shouldn't use spaces in any file name when programming). After saving the new PNG, it was 13kB bigger than the original, but don't know why...
Then, I loaded the new PNG as the tileset in Tiled. Saved and closed. Opened utiLITI. Created a new project with the location of the ".tmx" file folder.
And everything opened up as it should.
My guess is that the problem comes from the PNG you created ("Base Tile Map.png"). I don't know if it's compressed, corrupted or anything. But something's definitely wrong with it.
